UN mine action deployment procedure in connection with the military

Situation
The UNMEE MACC has successfully supported the Kenyan demining contingent in humanitarian mine action. This is the first time a military demining contingent, which is deployed with a UN peace keeping operation, has been trained in humanitarian mine action based on internationally accepted humanitarian mine action standards. The British Mine Action Training Team (BMATT) in Kenya conducted the training prior to deployment of the Kenyan demining Troop. This pioneering effort by the BMATT, and the subsequent additional training and assistance provided by the UNMEE MACC, has proven extremely efficient, resulting in remarkable achievements and progress by the PKF demining assets. During May 2003, the Kenyan Battalions’ demining unit in Sector East increased their level of productivity by one hundred percent. This achievement was possible due to the MACC’s ongoing technical support and training, as well as the MACC’s provision of supplementary demining equipment (including ground compensating mine detectors and marking stores). The UNMEE MACC’s operational support has enabled the Kenyan deminers to demine more efficiently. Their increase in productivity is a noteworthy progress for PKF demining operations in the TSZ. Further training is being developed for the remaining Force demining assets.
Recommendation/
Comment
The UNMEE MACC highly recommends that all future military demining contingents that are deployed as part of a UN peacekeeping force should receive the appropriate and relevant humanitarian mine action training prior to their deployment with a UN peacekeeping mission in an affected area.
