UN mine action should be deployed with the peacekeeping force

Comment
The UNMEE MACC has learned that wherever possible the core elements of any UN mine action coordination center under the mandate of a UN peacekeeping operation should be deployed immediately with the peacekeeping force. In the case of the UNMEE MACC this did not occur. Consequently, the resulting gap that emerged allowed international humanitarian mine action NGOs to come in and fill the gap. They set up their own particular operational and structural arrangements in the country. This led to a complex situation of various humanitarian mine action players seeking to contribute to the humanitarian mine action efforts in the country with a lack of oversight, control and coordination. As a result, it became increasingly difficult and challenging for the UNMEE MACC to work and deal productively with the national Government.
