| In mid-2002, the MACC initiated the relocation of the PKF’s Mine Action Cell (MACE), EOD Officer and the UN Military Observer’s (UNMOs) MRE Cell to the MACC compound (Asmara) where these components have been combined with elements of the MACC Operations Section. |

| The MACC has thereby successfully established an integrated civilian and military mine action headquarters within UNMEE titled the Force Mine Action Center (FMAC). The FMAC is now responsible for prioritization and issuance of all UNMEE mine action tasks including demining, Explosive Ordnance Disposal (EOD) and Mine Risk Education (MRE) tasks. This is the first time in UN peacekeeping history that a peacekeeping mission has effectively incorporated into the establishment of the mission structure such an integrated mine action headquarters. As a result, the FMAC is now able to put into effect a consistent and well-coordinated UNMEE mine action response in the mission area. This is a landmark achievement. Hence, in lights of this positive experience, the MACC highly recommends that UNMEE’s unique civilian and military mine action structure serve as a model for future peacekeeping operations where a mine action component is required. |
