CinC Demining Operation Plans for Fiscal Year 1998

The U.S. government policy focuses on assisting Host Nation (HN) governments to eliminate suffering, reduce economic hardships, and encourage stability in the region. The government fulfills these goals primarily through the Department of Defense (DoD) Humanitarian Demining Operations (HDO) program. DoD strives to help HN governments develop self-sustaining demining capabilities and to promote national demining programs by assisting designated countries with funding, equipping, training, and mine awareness education. By organizing sustained demining efforts in the HN, DoD is able to conduct periodic evaluation of demining progress and HN capability to assume control of the demining program.

After a country has been identified as a candidate for HDO, the respective U.S. command deploys forces to assist the HN government to develop a national demining plan. This plan is used to build a sustainable, local HN demining program.
