In 1998, the chief heads of state of the hemisphere met and mandated the continuation of measures to continue and encourage liability and security. This mandate aims to develop a common approach to address disarmament and arms control as well as identifying ways to strengthen the institution of the Inter-American system related to different aspects of hemispheric security. The Commission of the Hemispheric Security of the OAS started in 2002 in order to exchange and consult among the States' Parties and different agencies of the Inter-American system regarding the format of the final documents of the Conference on Security. A consensus has been achieved; all members agree that the final document should recognize different opinions and approaches that are held in the region. A flexible architecture will be made possible so that all opinions in the region will have an opportunity to be voiced. The conclusions of the Conference on Security will be an important contribution for the treatment of the issue of mine action at the regional level and will be important input for the conference on security. In 2002, the 32nd General Assembly of the OAS adopted a multidimensional approach that includes a new approach to treating security issues. There are many different challenges to security in the region including political, economic, social, health and environmental issues. The adoption of a multidimensional approach to security will broaden the scope of the traditional approach in order to address all the issues. |
