Introduction

The Mines Advisory Group (MAG), is a British based Non profit making Non political Non Governmental Organisation (NGO).

MAG is registered as a charity in both the United Kingdom and the United States  of America.

MAG was originally set up in 1991,to try and combat the effect of landmines and UXO on the most affected areas in the world, and to assist the poorest communities who were most at risk.

MAG is now established as one of the most well known Humanitarian Mine Action (HMA) operators in the world.

MAG in South East Asia

MAG Laos 
Has know been absorbed into UXO Laos, however MAG still provides 3 Technical Advisors to UXO Laos.

MAG Vietnam
MAG established its programme in Vietnam approximately 3 years ago, it currently works on one large (150 hectare) site in Quang Tri Province.

MAG Vietnam also operates a Mine Action Team in the province to provide emergency response to local problems in communities affected by mines and UXO.

Innovations in Vietnam

Due to the size of the site at Charlie 1, the old American forces base under clearance by MAG Vietnam, the programme have introduced a number of mechanical innovations to deal with the problem, which is mainly from UXO.

Mark 2 Screener

This is a standard piece of construction equipment which has been adapted to sift and separate UXO and mines from the soil.

MAG Cambodia

MAG Cambodia is one of the biggest MAG programmes, and was established in 1992.

It currently operates from 5 locations in Cambodia

Community Liaison

MAG Cambodia, like all MAG programmes takes a Community based approach to HMA, ensuring that the community are involved at all stages in the prioritisation and clearance, and post clearance development of the tasks undertaken by MAG.

Community Liaison Teams

MAG Cambodia deploys Community Liaison (CL)Teams to work with the community in the selection prioritisation and post clearance activities involved in HMA.

This includes Pre Clearance Assessments, Mid Clearance activities, and Post Clearance Assessments.

The CL Teams also liase with MAG implementing partners and other NGOS and agencies.

These teams ensure that good cooperation exists with the local authorities and all MAG implementing partners such as CWS, World Vision, and the Land Use Planning Units (LUPU).

CL Teams consist of male and female members, and when deemed necessary they will also conduct Mine Risk Reduction Education training.

MAG Mine Action Teams (MATS)

The MAG MAT is the basic clearance team which is "Multi-skilled"in HMA and consists of 15 people as follows.

In each Mine Action Team, deminers are trained in EOD, Technical Survey, Community Mine Risk Reduction Education training and First Aid.

MAG Cambodia is the only Mine Action operator in the country which employs female and amputee deminers.

MAG Cambodia currently has 22 MATS deployed as follows

EOD Teams

MAG Cambodia has 2 EOD teams who respond to requests from village communities CL Teams and local authorities to deal with emergency response tasks.

Mechanical Support

MAG Cambodia currently has 4 Tempest Mini Flail systems deployed and will take delivery of a fifth machine in late March 2002.

These mini flails are solely used for vegetation removal to support manual demining by the MATS.

Cambodian Mine Action and Victim Assistance Authority (CMAA)

MAG fully supports the establishment of the CMAA , and has supplied a Technical Consultant to the Authority.

The MAG Consultant is responsible for the production in draft form of the Cambodian Mine Action Standards (CMAS), as well as drafting the Quality Management and Quality Assurance guidelines for the authority.

Capacity Building

MAG believes in allowing all staff to develop to the best of their ability, and MAG Cambodia has enrolled all senior and middle management staff on a Management Development Programme, which has been conducted with a local management training provider over an 18 month period.

Sustainable Capacity

All MAG programme are aimed at building a sustainable local capacity and therefore MAG Cambodia now only has 2 International staff in the management structure, and my position will be transferred to a Cambodian national in the near future.

Challenges Ahead

Technologies

MAG Cambodia will look to introduce the appropriate technology when available to enhance its ability to enhance the clearance operations.

Level One Survey Information

When the Level One Survey Information is made available, MAG will look to use this tool to enhance all planning processes and deployment planning.

Funding

Longer Term Sustainable funding, is required to enable  longer term planning to  be implemented.
